A nation is a historically cohesive group with a common language, a common territory, a common economic life, and a common culture. To be considered a nation, a group of people must meet all of these criteria and if a group lacks even one of these, it is not a nation. As it happens, the New Afrikan nation meets all of these criteria. It is located in the so-called “Black Belt.” New Afrikans living outside the New Afrikan nation are national minorities. That is to say, just as it is possible for people to migrate from, say, Honduras to amerika (where they would be national minorities), it is also possible for New Afrikans to migrate to amerika. For those following bourgeois conceptions of “the nation,” this might seem absurd. But really, the bourgeois “nation” concept is idealist and completely divorced from material reality. It amounts effectively to drawing lines in the sand. On the other hand, the Marxist conception of the nation is based on the factors that in a material way make a group of people historically coherent.
The reason the New Afrikan nation meets all the criteria for nationhood is primarily because the institution of slavery gave this group of people enough cohesion for common territory, common economic life, common language, and common culture to develop. It was certainly not inevitable that the New Afrikan nation continued to exist though. It might have happened that, for instance, the New Afrikan population dispersed enough to no longer really have a common territory. That is to say, the New Afrikan nation could have been assimilated into the amerikan nation. This has not happened though, it turns out. The following map has some problems, but nevertheless it is somewhat useful in showing the approximate borders of the two largest nations in the u.s. apart from the euro-amerikan one: the Xican@ and the New Afrikan nations:

In short, what makes the New Afrikan bourgeoisie different than the euro-amerikan bourgeoisie is not “race” per se but nationality. This is why I prefer to say “New Afrikan” instead of “Black” these days, because it places less emphasis on race.
